The state government shall not mandate minimum prices for motor fuels such as gasoline or diesel. Consumers may purchase motor fuels such as gasoline or diesel below cost, and retailers shall not be fined or penalized for having set prices below cost. On the effective date of this amendment, all or any laws establishing minimum prices on motor fuels such as gasoline or diesel shall thereby be abolished and prohibited herein.
