The maximum rate for property insurance on real estate and its contents shall be limited to 1% of the insured value and shall apply to all insurance companies including Citizens Property Insurance. The legislature will implement any and all provisions in this section. The provisions of this amendment are severable. The legislature shall, by general law, prescribe procedures necessary to administer this subsection.
