- Shift all ad valorem taxes to other revenues to be determined by the legislature, the responsibility of funding counties, school districts, municipalities, special districts, debts and bonds funded by ad valorem taxation is hereby transferred to the state from the property owners, the legislature shall appropriate other revenues to replace all ad valorem revenues. On the effective date of this amendment, all ad valorem taxation shall thereby be abolished.
