State, county, municipality, special district and local governmental body budgets for any fiscal year shall be limited to its budget for the prior fiscal year 2000-2001 or its first fiscal year plus the percent change in the population determined by the legislature, plus the percent change in the Consumer Price Index for all urban consumers, U.S. City Average, reported by the United States Department of Labor.
