Proposes to give Parents and Local Communities more control in their schools by establishing parental governing councils. Parental governing councils shall have full authority in organizing their schools to achieve the Maximum Quality & Cost Efficiency possible, subject to state & federal laws. The district parental governing council shall determine the rate of school district taxes. The state board of education shall operate, control and supervise all public schools and locally elected superintendent of schools.
