- In an attempt to increase Public School Quality and Efficiency, school boards are replaced with Parental Governing Councils. The Parental Governing Councils have full authority in organizing their local schools subject to state and federal laws. The district Parental Governing Councils shall determine the rate of school district taxes. The state board of educationshall operate, control and supervise all public schools within the state. Superintendent of schools will report to district Parental Governing Councils.
