Creates the Healthy Florida Plan, which expands eligibility for Florida's Medicaid program for low income individuals to 133% of the federal poverty line as permitted by federal law. The Healthy Florida Plan creates a special revenue account to accept federal funds. This law terminates if federal funding of the program drops below the levels in current federal law.
