district appeals courts may have exclusive jurisdiction statewide on any subject, final orders of appeals and writs cases must cite binding precedent, a judicial conference is created to propose rules of practice and procedure, statutes may qualify a person seeking judgeship, judicial qualifications commission is reorganized, dedicated funding for the judiciary, judiciary and legislature have concurrent jurisdiction regulating persons practicing law, elector tribunals for last review of final orders and prosecuting court officers are created.
